Negative people/wildlife interaction has raised public interest in wildlife population control. We present a contingent valuation study of alternative deer control measures considered for Hilton Head Island, SC. Lethal control usig sharpshooters and nonlethal immuno-contraception techniques are evaluated. A mail-back survey was used to collect resident willingness-to-pay information for reduced deer densities and consequent property damage. Residents are unwilling to spend more for the nonlethal alternative. The estimated WTP appears theoretically consistent as increasing levels of abatement for both lethal and (...) nonlethal alternatives demonstrate diminishing marginal benefits. Over 60% of respondents bid zero regardless of control measure, suggesting a referendum would fail. However, only half of these zero bidders expressed no problem with deer, while the other half bid zero because of distaste for the control alternative, safety concerns, or doubt about effectiveness. Inclusion of these responses as legitimate zero bids depressed mean WTP estimates from 22 to 31%. (shrink)

The Search for the Legacy of the USPHS Syphilis Study at Tuskegee is a collection of essays from experts in a variety of fields seeking to redefine the legacy of the infamous Tuskegee Syphilis Study. The essayists place the legacy of the study within the evolution of racial and ethnic relations in the United States. Contributors include two leading historians on the study, two former United States Surgeons General, and other prominent scholars from a wide range of fields.

Given its non-invasive nature, there is increasing interest in the use of transcutaneous vagus nerve stimulation across basic, translational and clinical research. Contemporaneously, tVNS can be achieved by stimulating either the auricular branch or the cervical bundle of the vagus nerve, referred to as transcutaneous auricular vagus nerve stimulation and transcutaneous cervical VNS, respectively. In order to advance the field in a systematic manner, studies using these technologies need to adequately report sufficient methodological detail to enable comparison of results between (...) studies, replication of studies, as well as enhancing study participant safety. We systematically reviewed the existing tVNS literature to evaluate current reporting practices. Based on this review, and consensus among participating authors, we propose a set of minimal reporting items to guide future tVNS studies. The suggested items address specific technical aspects of the device and stimulation parameters. We also cover general recommendations including inclusion and exclusion criteria for participants, outcome parameters and the detailed reporting of side effects. Furthermore, we review strategies used to identify the optimal stimulation parameters for a given research setting and summarize ongoing developments in animal research with potential implications for the application of tVNS in humans. Finally, we discuss the potential of tVNS in future research as well as the associated challenges across several disciplines in research and clinical practice. (shrink)

Within a month, Auden, who had been living in the United States since January of that year, wrote a friend in England that he was working on an elegy for Freud. 1 The poem appeared in The Kenyon Review early in 1940. (...) A stately public ode, the poem mourns not only the death of a publicly significant individual, but the collapse of a world. Hitler had overrun Austria, Czechoslovakia, Poland; assaults on Jews had intensified; England and France had just declared war on Germany. There would be, indeed, many who would have to be mourned:When there are so many we shall have to mourn, when grief has been made so public, and exposed to the critique of whole epoch the frailty of our conscience and anguish,of whom shall we speak?...Someone encountering this poem for the first time, on the page or in the ear, might be pardoned for puzzling over its form. It sounds prosy. It seems to have some recognizable English cadences, pentameters (“[inline-graphic 01]”), tetrameters (“ ”), and even trimeters (“ ”). But the pattern seems unruly, with some [End Page 111] lines stretching out beyond five traditional beats, and ignoring any iambic order: “turned elsewhere with their disappointment as he.” Groping for a more satisfactory principle of organization, a reader with some knowledge of versification may be moved to count syllables. Such a reader will discover that the poem is indeed organized syllabically in lines of 11, 11, 9, and 10 syllables. “Aha,” says the reader, alert to Auden’s intimacy with Classical civilization: “A Horatian ode. Not inappropriate for a formal elegy.” Reflecting further, and leafing through the pages of Horace, that reader will find, or remember, that two thirds of Horace’s odes are in these quatrains, the alcaic stanza. Auden, it appears, has composed his elegy in some version of the meter of Alcaeus, the 7th century b.c.e. Greek poet whose stanza became second nature to Horace. And we cannot enter the world of Auden’s poem without asking, why alcaics? But if, having acknowledged the influence of Horace and Moore in Auden’s refusal of English iambic lyricism here, we stay with the question of meter, we are led back to the older progenitor, Alcaeus, a great poet of exile, whose stanza Auden adopts and adapts. For several decades G. W. Bowersock has been one of our leading historians of the classical world. This volume collects seventeen of his essays, each illustrating how the classical past has captured the imagination of some of the greatest figures in modern historiography and literature. The essays here range across three centuries, the eighteenth to the twentieth, and are divided chronologically. The great Enlightenment historian Edward Gibbon is in large part the unifying force of this collection as he appears prominently (...) in the first four essays, beginning with Bowersock's engaging introduction to the methods and genius behind The Decline and Fall of the Roman Empire. Gibbon's profound influence is revealed in subsequent essays on Jacob Burckhardt, the nineteenth-century scholar famous for his history of the Italian Renaissance but whose work on late antiquity is only now being fully appreciated; the modern Greek poet Constantine Cavafy, whose annotations on Gibbon's Decline and Fall tell us much about his own historical poems; and finally W. H. Auden, whose poem and little known essay "The Fall of Rome" were, in quirky ways, tributes to Gibbon. The collection reprints Auden's poem and essay in full. Philosophy of science and, more specifically, philosophy of quantum physics can be but special fields of a general philosophy of knowledge; and the problems arising in these fields can be evaluated properly only when they are seen under the perspective of the whole range of human knowledge. This paper deals with problems of quantum physics and, in particular, with the problem of scientific objects in quantum physics from the epistemological point of view previously defined in the author's books, A Philosophy (...) of Science and The Basis and Structure of Knowledge. The argument of the paper, however, has not been stated before in the direct and concise manner here attempted and may therefore contain elements of novelty even for those readers who are familiar with the books just mentioned. In this paper I wish to discuss a problem which, though it has not in the recent past attracted the attention of many philosophers, nevertheless, in my opinion, belongs quite clearly to that branch of the subject which should rightly be called “philosophy of history”: the problem, namely, of history's intelligibility. Two main questions can be asked about this which it is important that philosophers should answer. The first is that of whether history is intelligible in the sense that we (...) can find intelligible connections bètween all or any of its parts. The significance of this question is apparent enough; for has not one of the philosopher's most pressing problems since Hume's time been that of whether any such connections are traceable in the world of fact? It is true that almost every theory on this subject has been put forward after a consideration of the sphere of physical nature only; but because this procedure has been universally followed, it is not therefore to be accepted as right. For history too offers us facts, and it is at least possible that these differ in important ways from those to be met with in nature, with the result that we can discover other sorts of connection between them than those which the physical sciences recognize. The possibility would seem to be worth investigation, and it is with it that I shall be concerned in the first part of my paper. In the other half I deal with the second main question about historical intelligibility. Supposing that we can find some cases of historical events being intrinsically, i.e. intelligibly related, we can go on to ask whether history is intelligible in a more ultimate sense. Is history, we can now inquire, a thing which is essentially rational, or is the rationality we can find in it of a merely superficial character? To put the problem somewhat more fully, is the historian able to do more than see intrinsic connections between the events which he investigates: can he go further and understand the course of history as a whole, so that he is able to say, in the popular phrases, that history “makes sense,” is “meaningful” and “has rhyme and reason” in it? It seems to me that this is a matter which certainly ought to be discussed by philosophers, if only for the assertion of history's rationality which some philosophers have made. (shrink)
